I mean, yeah, you're generally expected to pick up after ur dogs... and you'd be penalized for not clearing their mess and if anything like biting occurs.
But yes, we do have dog-friendly facilities here as well.
There's only one merlion, tigers in the zoo, and bears... in the zoo(unless you're talking pandas and koalas, which are in a separate area called the river safari)

To chii: It isn't particularly hard to have a dog in singapore, it's just that if you're living in one of the government flats we call the HDB, there's a limit to the amount of dogs you can have (1-2) depending on size of the dog
